{"id":719,"date":"2018-07-06T21:51:00","date_gmt":"2018-07-06T21:51:00","guid":{"rendered":"https:\/\/demsecinstitute.org\/?p=719"},"modified":"2024-09-04T18:33:03","modified_gmt":"2024-09-04T18:33:03","slug":"helsinki-2-0-an-old-school-solution-to-an-old-school-problem","status":"publish","type":"post","link":"https:\/\/demsecinstitute.org\/?p=719","title":{"rendered":"Helsinki 2.0 &#8211; An Old-School Solution to an Old-School Problem?"},"content":{"rendered":"\n<p><strong>By<a href=\"https:\/\/demsecinstitute.org\/?page_id=435\"> Emmet Tuohy<\/a><\/strong><\/p>\n\n\n\n<p>Commemorating the 40th anniversary of the Helsinki Final Act in 2015, OSCE chairman-in-office Ivica Da\u010di\u0107 (then, as now, foreign minister of Serbia) <a href=\"https:\/\/www.weforum.org\/agenda\/2015\/06\/why-we-need-to-reaffirm-the-helsinki-principles\/\">called<\/a> the agreement a \u201chistoric triumph of cooperation over conflict that set the stage for the end of the Cold War.\u201d&nbsp; In historical context, that is certainly true enough. Yet, even then, given the well-known <a href=\"http:\/\/vcdnp.org\/wp-content\/uploads\/2017\/09\/Riga-Dialogue-2017-web.pdf\">events<\/a> in Ukraine the previous year\u2014specifically Russia\u2019s annexation of Crimea and the military intervention in the Donbas region\u2014there was ample cause to prompt a reassessment of the long-term impact of the Helsinki agreements. Former Estonian president Toomas Hendrik Ilves argued that the main principle of the Act\u2014that hat state borders cannot be changed by force\u2014was \u201eno longer valid.\u201d&nbsp; But if the problem is the emergence of a \u201enew Cold War,\u201d then perhaps the Cold War era can be the source of a solution?<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"509\" src=\"https:\/\/demsecinstitute.org\/wp-content\/uploads\/2024\/03\/3c602-2222.jpg\" alt=\"\" class=\"wp-image-89\" srcset=\"https:\/\/demsecinstitute.org\/wp-content\/uploads\/2024\/03\/3c602-2222.jpg 800w, https:\/\/demsecinstitute.org\/wp-content\/uploads\/2024\/03\/3c602-2222-300x191.jpg 300w, https:\/\/demsecinstitute.org\/wp-content\/uploads\/2024\/03\/3c602-2222-768x489.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>Source: foreignpolicynews.org<\/p>\n\n\n\n<p>The concept of launching a \u201eHelsinki-2\u201d process to create a new Act is not a completely new idea. Even before Crimea, Lilia Shevtsova <a href=\"http:\/\/carnegie.ru\/2013\/03\/19\/what-does-helsinki-2-mean-pub-51315\">noted<\/a> that the then-budding initiative was \u201ereviving the Helsinki movement in the post-European space,\u201d as it aimed to \u201ebring back a normative dimension to foreign policy.\u201d Recently, President Alyaksandr Lukashenka of Belarus\u2014who played talks leading to the (as yet imperfectly-implemented, to say the least) Minsk Agreements between &nbsp;Ukrainian government and Russian-backed separatists in 2015, has offered to convene what he says could be \u201ca new wide-scale dialogue between East and West.\u201d Belarus appears eager to cement itself as a &nbsp;producer, not consumer, of regional security, with foreign minister Uladzimir Makei <a href=\"https:\/\/naviny.by\/article\/20170925\/1506339562-helsinki-20-stanet-li-minsk-ploshchadkoy-dlya-novogo-globalnogo-dialoga\">explaining<\/a> that it would be a continuation of what Belarus \u201chas been doing in recent years as part of efforts to resolve the crisis in Ukraine.\u201d Last July, Makei hinted that the focus of such a process would be broader than simply the region, <a href=\"http:\/\/eng.belta.by\/politics\/view\/makei-helsinki-2-initiative-can-help-move-from-hostile-rhetoric-to-a-negotiating-process-103362-2017\/\">arguing<\/a> that \u201cwe [the world] will sunderstand the urgent need to move from hostile rhetoric to a negotiating process.\u201d<\/p>\n\n\n\n<p>This year, Helsinki 2.0 is no longer being presented as an abstract concept with hints and vague statements; Belarus has moved towards developing a more concrete program, whose \u201e<a href=\"http:\/\/eng.belta.by\/politics\/view\/makei-belarus-has-developed-helsinki-2-concept-and-is-working-on-its-implementation-108201-2018\/\">concept<\/a>\u201d has reportedly already been finalized. Minsk has held consultations with representatives of a number of countries, including China, and wants to work closely with leading states and international organizations. Yet despite these claims, the development of this concept still appears to be vague\u2014especially on the key question of how it might succeed where Helsinki 1.0 did not.<\/p>\n\n\n\n<p>So what does this new initiative mean in reality for the region? There are several clear problems with the initiative, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Can a revamped Helsinki agreement lead to any lasting agreement given that West-Russia tensions have only been <em>increasing <\/em>given the re-election of Vladimir Putin, the reported poisoning of a former Russian spy and his daughter in the United Kingdom, electoral interference, and so on?<\/li>\n\n\n\n<li>Given that there already <em>are <\/em>dialogue forums between East and West (of which the OSCE is but one of many), perhaps we need to reaffirm the principles of the original Helsinki Final Act before creating a new one?<\/li>\n\n\n\n<li>Is the current geopolitical context really comparable to the original Cold War? To some extent, there are parallels, with a Russian-led bloc or blocs (the Eurasian Economic Union and Shanghai Cooperation Organization, say) on one side, and NATO or the EU on the other. Yet, the contemporary world lacks the ideological tension of the \u201eoriginal\u201d Cold War. &nbsp;&nbsp;Today the lines between east and west are blurred, the \u201elands in between\u201d (to say nothing of the Global South) have far more agency, and the distinctions far more convoluted\/nuanced. While Belarus maintained effective neutrality during the negotiation of the Minsk Agreements, can it really do so (given its close economic and security ties with Russia) if the questions on the table\u2014and the players surrounding it\u2014are concerned with the future of Eurasia as a whole?&nbsp; Moreover, even if characterizations of Belarus as \u201eEurope\u2019s last dictatorship\u201d remain clich\u00e9d and inaccurate, the country is still very much perceived as closed and authoritarian by its Western neighbors.<\/li>\n<\/ul>\n\n\n\n<p>Security disruptions and catering expenses perhaps aside, high-level personal diplomacy can be a very effective tool of promoting conflict resolution and is in general a very cost-effective way of pursuing&nbsp; statecraft,&nbsp; and Belarus\u2019 initiative should if anything be welcomed. Nonetheless, at this time, it\u2019s difficult to see how a sequel makes any commercial\u2014or political\u2014sense. The divisions in contemporary Europe may not be as stark as they were during the Cold War, but this only makes a final agreement more\u2014not less\u2014complicated to reach. Barring any unforeseen innovation on the part of the Belarusian side, the best solution for now might be to take the old-school Helsinki Final Act out, have all parties carefully examine it, and then renew their commitment to its preservation&#8211;and to ensure that all parties renew their commitment to it: after all, as any collector knows, the best preserved objects hold their value the longest.<\/p>\n\n\n\n<p><strong><em>Emmet Tuohy <\/em><\/strong><em>is senior research fellow at the Estonian School of Diplomacy and a fellow of the Eurasian Democratic Security Network.
