{"id":713,"date":"2018-08-03T21:46:00","date_gmt":"2018-08-03T21:46:00","guid":{"rendered":"https:\/\/demsecinstitute.org\/?p=713"},"modified":"2024-09-04T18:33:15","modified_gmt":"2024-09-04T18:33:15","slug":"tulevik-ilma-e-ta-eesti-roll-eli-idapartnerluses","status":"publish","type":"post","link":"https:\/\/demsecinstitute.org\/?p=713","title":{"rendered":"Tulevik ilma e-ta: Eesti roll ELi idapartnerluses"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>By <a href=\"https:\/\/demsecinstitute.org\/?page_id=435\">Emmet Tuohy<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ametlikult, Euroopa Liidu idapartnerluse poliitika sai ametlikult alguse 2009. aastal Praha tippkohtumisel ELi liikmesriikide heakskiitmisega\u2014sealhulgas \u00fcks, mille nimi algab E-t\u00e4hega\u2014ning h\u00f5lmab koost\u00f6\u00f6 suurendamist kuue idanaabriga: Armeenia, Aserbaid\u017eaan, Gruusia Moldova, Ukraina ja Valgevene.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\">\u00dchelt poolt, algatus geopoliitiliselt loeti (ja loetakse) testiks kogu Euroopa Liidule: kui EL tahab muuta maailma (nagu on n\u00e4htav nt 2016. <a href=\"https:\/\/europa.eu\/globalstrategy\/sites\/globalstrategy\/files\/eugs_ee_version.pdf\">aastase<\/a> Globaalses Strateegias), esimene samm oleks kindlasti, et kodu l\u00e4hedase probleemidega hakkama. Kui ei saa, v\u00f5iks k\u00fcll olla, et kriitikal oleks \u00f5ige:&nbsp; vana (ja vananev!) mander oleks nagu keskaegse l\u00f5bupargiga\u2014turistid k\u00e4iksid ringi ning imetleksid seda kunagist ilu, just nagu suvelisel Toompeal, aga k\u00f5ik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aga praegune m\u00f5ju, mis Euroopal on Ida-Euroopa partnerriikide \u00fcle on selge n\u00e4ide, et EL suudab kehtestada pehmet v\u00f5imu\u2014ennek\u00f5ike, Kiievi Maidanil, kus ELi lippu l\u00f6\u00f6nud noored <a href=\"http:\/\/epl.delfi.ee\/news\/valismaa\/taevane-sadakond-vottis-ukraina-ule?id=68099131\">n\u00f5udsid<\/a>, segi suure surmaohu olukorras, \u00f5igust valida oma riigi jaoks \u00fcleeuroopalist tulevikut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kindlasti, et IP riikides on ilmselt palju muretseda\u2014ja palju kasut saada\u2014geopoliitlist vaatepunktist. K\u00f5ikidel idaparnerluse riikidel on EL \u00fcks t\u00e4htsamaid kaubanduspartnereid (isegi Valgevenes, kui ELi roll on viimastel aastatel m\u00e4rkamisv\u00e4\u00e4rselt <a href=\"http:\/\/ec.europa.eu\/trade\/policy\/countries-and-regions\/countries\/belarus\/\">kasvanud<\/a>). EL otsib v\u00f5imalusi majandussuhetes edasi areneda rohelise energia maaletoojaks n\u00e4iteks Ukrainas ja Moldovas. Kiiduv\u00e4\u00e4rt on see, et Aserbaid\u017eaan on muutmas oma naftaekspordi teid, tehes neid mitmekesisemaks. See annab Euroopale paremad vahendid saada naftat idast, ilma et peaks palju muretsema Venemaa p\u00e4rast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aga nagu ma juba <a href=\"https:\/\/eurasiademocraticsecuritynetwork.wordpress.com\/2018\/07\/02\/to-sleep-perchance-to-reform-the-continued-relevance-of-the-eus-eastern-partnership\/\">v\u00e4itsin<\/a> selle artiklite sarjas, idapartnerlus ei ole l\u00f5puks \u00fcldiselt geopoliitiline algatus, vaid pigem reformide ja arengukoost\u00f6\u00f6 edendamise foorum. Isegi v\u00e4iksematel liikmesriigidel on sel foorumil on otsustav t\u00e4htsus, eriti need, kes ise on l\u00e4binud reformiprotsessi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Eesti 100: uue mentaliteedi aeg?<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sel aastal t\u00e4histab Eesti oma 100. s\u00fcnnip\u00e4eva\u2014ja sel septembril, m\u00e4rgib viimaste Vene s\u00f5durite lahkumist Eesti territoorimuilt 24. aastap\u00e4eva. Kas see polegi n\u00fc\u00fcd aeg vaadata ennast\u2014ja oma kuvandit\u2014natuke positiivsemalt?&nbsp; Paljudele siin ei meeldi v\u00e4ljend, et ollakse \u201eida-eurooplased.\u201d Samas ei t\u00e4henda see seda, et eestlastele ei meeldiks Venemaa. Kaasaegsed inimesed defineerivad&nbsp; ennast t\u00e4nap\u00e4eval rohkem printsiipide (demokraatia, l\u00e4\u00e4nemeelsus jne) mitte ajaloo v\u00f5i veresidemete kaudu. Probleemiks oleks ennast l\u00f5igata \u00e4ra Ida-Euroopast ja \u00f6elda, et me kuulume P\u00f5hjamaale. Alati ei ole aga asi nii lihtne. Sloveenial on ajalooliselt sama dilemma: ei taha olla Balkanimaa, vaid endine Austria-Ungari impeeriumi osa.&nbsp; Aga Eesti on nagu v\u00e4rav sellises olukorras. R\u00e4\u00e4kides tulevikust ELis ei saa maha matta Venemaad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eestil on sarnased kogemused moldova ning teiste idariikidega, nii et me v\u00f5iksime olla lausa eeskuju teiste Ida-Euroopa riikidele. Kuid ei peaks neid ainult heast tahtest aitama. Mitmetes tehnilistes asjades ka saab aidata. ning seda teatud majandusliku kasumi nimel. Eesti on integreeritud ELi. On v\u00f5rratu, kuidas eesti on j\u00f5udnud v\u00e4ga kaugele. Meie ametnikke koheldakse t\u00e4htsatel kohtumistel v\u00e4limaal teistega v\u00f5rdselt. Ameeriklased juba n-\u00f6 aktsepteerivad meid. NATO \u00fcritused ja iga n\u00e4dal on keegi USAst siin \u2013 koost\u00f6\u00f6 tundub sujuvat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Praktilise koost\u00f6\u00f6 tulevik\u2014E-stonia ilma E-ta?<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ameeriklastel olevat v\u00e4ga t\u00e4htis rahvusvaheline arengut\u00f6\u00f6. T\u00e4htis on saavutada riigi eelarve siseelu \u00fclesehitamine: veev\u00f5rk, infrastruktuur jne. K\u00f5ik on n-\u00f6 br\u00e4nditud USA logoga. Eestlastel on v\u00f5imalus VMi arengukoost\u00f6\u00f6 kaudu j\u00f5uda esipositsioonile.&nbsp; Aga mis veel?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esmalt, on haridussektoris palju v\u00f5imalusi veel\u2014ja kehtivad sama eestlastele kui naabririikide kodanikutele. Erasmus Pluss ja Eesti Diplomaatide Kooli programmid on v\u00e4ga head n\u00e4ited, aga \u201eajur\u00fcnnakud\u201d on sellel erialal ka vaja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Igavesti&nbsp; v\u00f5ib kesta aga familiaarsust idanaabrite vahel. Indiviidi tasandil v\u00f5ib v\u00e4lja tuua t\u00f6\u00f6v\u00f5imaluste rohkuse: kui \u00fches ei leia enam t\u00f6\u00f6d, saab praktikat teha teises kohas. N\u00e4eb uusi asju: kuidas inimesed proovivad oma elusid \u00fcles ehitada. Eesti suureks plussiks on see, et siin pole olnud erilist oligarhis\u00fcsteemi, millest jagu saada.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Igavesti ei saa puhata e-Eesti loorberitel. Konkurents on ka olemas isegi kui samadel partnerrikidel (nt Valgevene <a href=\"https:\/\/www.nytimes.com\/2017\/10\/05\/world\/europe\/belarus-minsk-technology.html\">tehnikavaldkond<\/a> on meelitanud <em>New York Times\u2019 <\/em>i t\u00e4helepanut ja v\u00e4liseid investoreid). Aga uue mentaliteedi ja identiteedi arusaamisega ning parima \u00e4rakasutamisega oma asukohast ja ajaloost saadud eeliseid, v\u00f5ib Eesti m\u00f5neks ajaks olla ainulaadne ja omap\u00e4rane v\u00e4rav Ida-Euroopasse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Emmet Tuohy&nbsp;<\/em><\/strong><em>is senior research fellow at the Estonian School of Diplomacy and a fellow of the Eurasian Democratic Security Network. A former senior researcher at the Estonian Center of Eastern Partnership (2016-2018), Tuohy was closely involved with the conceptualization and implementation of the official EaP events\u2014notably the e-Partnership Conference, the Business Forum, and the Civil Society Conference\u2014held during the Estonian presidency of the Council of the European Union in 2017.
