You Are Made Not to Notice It."},"content":{"rendered":"\n<p>\u2018Each patch of these 236 hectares has heirs to them in the village; their ancestors owned these lands even before the Soviet collectivization of 1920\u2019, a man from the Republic of Dagestan&nbsp;<a href=\"https:\/\/t.me\/Dagestan_analytics\/14316\">says<\/a>&nbsp;in a video recorded outside a local mosque on a snowy February day.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>\u2018We, residents of the village of Khubar\u2026are standing up against everything that the district administration has done\u2019, he adds as a group of village men and elders standing behind him nods in approval: \u2018We will not allow for our land to be thrown away.\u2019<\/p>\n\n\n\n<p>The punchy nearly four-minutes-long speech is an appeal to federal authorities in Moscow to interfere in a&nbsp;<a href=\"https:\/\/t.me\/fromtherepublics\/17\">conflict<\/a>&nbsp;between Khubar\u2019s residents and local authorities who approved a handover of 236 hectares of their lands to a new village being erected nearby.<\/p>\n\n\n\n<p>With&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2024\/08\/07\/russia-repressive-laws-used-crush-civic-freedoms\">new repressive laws<\/a>&nbsp;adopted each month and well-known opposition actors either&nbsp;<a href=\"https:\/\/www.themoscowtimes.com\/all-about\/alexei-navalny-dies-in-arctic-prison\">dead<\/a>, imprisoned or exiled, some commentators have been&nbsp;<a href=\"https:\/\/www.aljazeera.com\/opinions\/2024\/3\/12\/russia-after-navalny\">quick to pronounce<\/a>&nbsp;civil society in Russia as non-existent.<\/p>\n\n\n\n<p>Yet, the story of Dagestan village residents is one of several dozen cases of leaderless pro-democracy resistance that I have seen unfold across the country over the three years of Moscow\u2019s invasion of Ukraine, accompanied by an&nbsp;<a href=\"https:\/\/ovd.info\/en\/repression-russia-2024-ovd-info-overview\">unprecedented assault<\/a>&nbsp;on dissent in Russia.<\/p>\n\n\n\n<p>These acts of dissent are waged by different actors and range in size: from thousands-people-strong&nbsp;<a href=\"https:\/\/foreignpolicy.com\/2024\/02\/21\/russia-democracy-bashkortostan-protests-navalny\/\">protests<\/a>&nbsp;in the Republic of Bashkortostan to a small Indigenous Evenk community in the Republic of Sakha coming together to&nbsp;<a href=\"https:\/\/www.themoscowtimes.com\/2024\/05\/30\/their-ancestral-traditions-under-threat-a-village-in-russias-far-east-stands-up-to-gold-mining-giant-a85269\">defend<\/a>&nbsp;their reindeer-herding lands from an oligarch.<\/p>\n\n\n\n<p>But they also are more similar than not.<\/p>\n\n\n\n<p>These protests have unfolded hundreds of miles away from the capital Moscow \u2013 most of them in Russia\u2019s ethnic republics or areas populated by minoritised communities.<\/p>\n\n\n\n<p>All of them are a part of much grander fights for preserving the right to public participation in local politics and Indigenous peoples\u2019&nbsp;<a href=\"https:\/\/www.un.org\/development\/desa\/indigenouspeoples\/wp-content\/uploads\/sites\/19\/2018\/04\/Indigenous-Peoples-Collective-Rights-to-Lands-Territories-Resources.pdf\">fundamental right<\/a>&nbsp;to land and resources \u2014&nbsp;an existential matter for smaller rural communities trying to sustain their traditional livelihoods.<\/p>\n\n\n\n<p>Notably, the stand-off between Dagestan\u2019s Kremlin-installed authorities and residents of Khubar, a village of Indigenous Avars, took place as Russia\u2019s State Duma moved to adopt a controversial reform&nbsp;<a href=\"https:\/\/www.themoscowtimes.com\/2025\/03\/05\/russian-lawmakers-pass-local-government-reform-bill-designed-to-further-strengthen-kremlin-control-a88261\">overhauling<\/a>&nbsp;Russia\u2019s constitutionally mandated two-tier system of local self-government.<\/p>\n\n\n\n<p>The legislative change, which has been&nbsp;<a href=\"http:\/\/kremlin.ru\/events\/councils\/by-council\/9\/62701\">demanded<\/a>&nbsp;by Putin for years but&nbsp;<a href=\"https:\/\/m.business-gazeta.ru\/news\/657796\">vocally opposed<\/a>&nbsp;by the likes of the Republic of Tatarstan\u2019s head Rustam Minnikhanov, allows regional governments to dismantle the lower-tier urban and rural municipal governments.<\/p>\n\n\n\n<p>In practice, the change would mean that residents of small villages like Khubar will have even fewer means of lobbying for their interests and persuading authorities to finance local infrastructure development projects, paving the way for&nbsp;<a href=\"https:\/\/www.themoscowtimes.com\/2024\/12\/16\/russias-local-government-reform-will-destroy-a-rare-channel-for-letting-off-steam-a87306\">more local-level conflicts<\/a>.<\/p>\n\n\n\n<p>Just like the many pre-war protests in Russia\u2019s republics \u2014 including&nbsp;<a href=\"https:\/\/www.themoscowtimes.com\/2020\/08\/17\/mining-at-sacred-russian-hill-halted-after-protests-clashes-a71170\">Bashkortostan<\/a>,&nbsp;<a href=\"https:\/\/www.themoscowtimes.com\/2018\/10\/16\/in-ingushetia-russia-smallest-region-protests-are-reaching-a-boiling-point-a63210\">Ingushetia<\/a>, and&nbsp;<a href=\"https:\/\/meduza.io\/feature\/2019\/12\/12\/eto-zemlya-nashih-predkov-oni-stoyat-i-smotryat-na-nas\">Komi<\/a>&nbsp;\u2014 recent cases of dissent adhere to&nbsp;<a href=\"https:\/\/canvasopedia.org\/wp-content\/uploads\/2020\/12\/50-Crucial-Points-web.pdf\">best success-bound practices<\/a>&nbsp;tried and tested by nonviolent resistance movements worldwide: they are leaderless and driven by a shared vision of the future, focus on small gains and most often rely on tactics that pose least risks, leaving mass protests mobilization as a matter of last resort.<\/p>\n\n\n\n<p>The next logical question would be: if these protests are so well organised, fundamentally important for understanding Russia\u2019s civil society, and widespread, then why is no one talking about them?<\/p>\n\n\n\n<p>There are a few structural reasons for this.<\/p>\n\n\n\n<p>The first one is the unequal state of Russia\u2019s media landscape.&nbsp;<a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9843685\/\">Economic disparities<\/a>&nbsp;between Moscow and ethnic republics, plus&nbsp;<a href=\"https:\/\/meduza.io\/news\/2025\/03\/12\/pust-uchatsya-u-sebya-doma-matvienko-predlozhila-sokratit-priem-inogorodnih-abiturientov-v-vuzy-moskvy-peterburga-i-kazani\">educational inequality<\/a>&nbsp;at the university level, mean that few Indigenous people have access to top-quality journalism training and few can enter newsrooms of major federal-level independent news outlets \u2013 if they do, they are unlikely to be involved in editorial decisions. News from ethnic republics and Indigenous communities either do not make it into major publications at all or get distorted when they do.<\/p>\n\n\n\n<p>In the case of Dagestan\u2019s Khubar, the conflict was&nbsp;<a href=\"https:\/\/t.me\/horizontal_russia\/44156\">described<\/a>&nbsp;by mainstream media as a&nbsp;<a href=\"https:\/\/www.kavkazr.com\/a\/v-dagestane-glava-rayona-netsenzurno-obrugal-aktivistov-iz-protestuyuschego-sela\/33323396.html\">strike by teachers<\/a>&nbsp;in support of the dismissed principal of a local school. Though school principal Magamedrasul Isakov indeed was fired from his post, the move was a part of the standoff over the land handover \u2014 a fact that&nbsp;<a href=\"https:\/\/t.me\/horizontal_russia\/44202\">slipped away<\/a>&nbsp;in the reports.<\/p>\n\n\n\n<p>Similarly distorted was the portrayal of the 2024 large-scale&nbsp;<a href=\"https:\/\/foreignpolicy.com\/2024\/02\/21\/russia-democracy-bashkortostan-protests-navalny\/\">nonviolent protests<\/a>&nbsp;in Bashkortostan\u2019s Baymak, which many&nbsp;<a href=\"https:\/\/www.youtube.com\/live\/0OxMuPGuavI?si=sr4Z6hvxdj2AX55t\">news outlets<\/a>&nbsp;and Russian&nbsp;<a href=\"https:\/\/youtu.be\/U0yR0Av9DL0?si=w8XfQMrpMYtLS4xL\">commentators<\/a>&nbsp;described with the word \u2018revolt\u2019 in the headlines; English-language media followed suit,&nbsp;<a href=\"https:\/\/www.aljazeera.com\/program\/newsfeed\/2024\/1\/17\/violent-protests-over-jailing-of-activist-in-russias-bashkortostan\">labeling<\/a>&nbsp;the protests \u2018violent\u2019.<\/p>\n\n\n\n<p>Distortion is coupled with the&nbsp;<a href=\"https:\/\/t.me\/the_sheep_tower\/179\">exoticisation<\/a>&nbsp;of Indigenous peoples in media, but also the normalisation of the usage of ethnic and racial slurs. Let\u2019s take the example of a non-Indigenous media project&nbsp;<a href=\"https:\/\/t.me\/nerusmir\"><em>Nerusskiy Mir<\/em><\/a>&nbsp;(\u2018Non-Russian World\u2019). For racial and ethnic minorities living in Russia,&nbsp;<em>Nerusskiy&nbsp;<\/em>is more than a mere descriptor: it is an often-triggering word, a slur used against them by Russian nationalists.<\/p>\n\n\n\n<p>Much like the African-American community reclaimed the \u2018N-word\u2019, Russia\u2019s Indigenous people and minorities are now&nbsp;<a href=\"https:\/\/meduza.io\/en\/feature\/2024\/03\/01\/not-russians-little-brother-anymore\">reclaiming<\/a>&nbsp;this slur as an act of resistance, but in no way does that mean that it is acceptable to use the word as a name of a news outlet.<\/p>\n\n\n\n<p>Inequalities in Russia\u2019s journalistic community are further boosted by donors. Together with other Indigenous content creators, I have attended countless meetings with major Western donor organisations in which decision-makers blatantly stated that partnering with \u2018more competent\u2019 Russian colleagues would be the only way an Indigenous project could be funded (I won\u2019t name and shame these big-name organisations in line with Chatham House rules).<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/www.themoscowtimes.com\/2025\/01\/28\/activist-viktoria-maladaeva-uplifts-russias-indigenous-peoples-with-power-of-unity-a87762\">majority<\/a>&nbsp;of Indigenous-led initiatives from Russia are run on a 100% volunteer basis.<\/p>\n\n\n\n<p>Inequalities in media are mirrored in the academia. Russia studies are universally Moscow- and ethnic-Russian-centric, glancing over the experiences and struggles of 30 million Indigenous people and ethnic minorities.<\/p>\n\n\n\n<p>More than 30 years after the Soviet collapse,&nbsp;<a href=\"https:\/\/www.npr.org\/2021\/08\/19\/1029437787\/in-1991-soviet-citizens-saw-swans-on-the-tv-and-knew-it-meant-turmoil\">the videos of the Swan Lake ballet<\/a>&nbsp;broadcasted from Moscow to its conquered subjects is still the image&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2023\/jun\/24\/russian-tv-airs-wagner-rebellion-documentary-caviar-yevgeny-prigozhin\">most often used&nbsp;<\/a>to&nbsp;<a href=\"https:\/\/abcnews.go.com\/International\/swan-lake-symbol-protest-russia\/story?id=84401801\">describe<\/a>&nbsp;the starting point of Russia\u2019s transition to democracy, whether past or future.&nbsp;<\/p>\n\n\n\n<p>Symbols aside, Russia\u2019s widely unsuccessful transition of the 1990s should have taught scholars at least one thing: top-down democratisation led by Moscow is unlikely to bring a lasting positive change to this vast and diverse country.<\/p>\n\n\n\n<p>The extent of regional-level democratic resistance today proves that ethnic republics and regions are cradles of the country\u2019s future equality and democracy.<\/p>\n\n\n\n<p>Russia\u2019s democratic future must start in regions, or it won\u2019t happen at all.<\/p>\n\n\n\n<p><em>This blog is published in partnership with the Democratic Security Institute (DSI) based in Tbilisi, Georgia.
