{"id":1043,"date":"2024-11-03T17:08:16","date_gmt":"2024-11-03T17:08:16","guid":{"rendered":"https:\/\/demsecinstitute.org\/?p=1043"},"modified":"2024-11-03T17:08:53","modified_gmt":"2024-11-03T17:08:53","slug":"an-elegy-for-georgias-democracy","status":"publish","type":"post","link":"https:\/\/demsecinstitute.org\/?p=1043","title":{"rendered":"An elegy for Georgia\u2019s democracy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The West must see Georgia as a warning, pointing to the growing sophistication of authoritarian political technologies, which have implications for foreign elections as well as those at home.<\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><a href=\"https:\/\/www.politico.eu\/article\/georgia-democracy-opposition-cec-prelim-results-dream-party-analysis\/\">Read full article<\/a> on Politico&#8217;s website<\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\"><em>Michael Hikari Cecire is an adjunct associate professor at Georgetown University\u2019s Center for Security Studies and an adjunct lecturer at the University of Pennsylvania\u2019s Fels Institute of Government.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the waning hours of last Saturday night, the initial euphoria among Georgia\u2019s opposition and pro-democracy activists began turning into desperation, as the Central Election Commission (CEC) announced the&nbsp;<a href=\"https:\/\/results.cec.gov.ge\/%23\/en-us\/election_57\/tr\/dashboard\" target=\"_blank\" rel=\"noreferrer noopener\">preliminary results<\/a>&nbsp;of the country\u2019s parliamentary election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier, independent&nbsp;<a href=\"https:\/\/civil.ge\/archives\/630381\" target=\"_blank\" rel=\"noreferrer noopener\">polling<\/a>&nbsp;<a href=\"https:\/\/civil.ge\/archives\/627971\" target=\"_blank\" rel=\"noreferrer noopener\">had suggested<\/a>&nbsp;the opposition had collectively overcome the increasingly autocratic ruling Georgian Dream party (GD). But the preliminary results showed something entirely different: GD had not only won but, with 54 percent of the vote, it had improbably made its best ever showing since first coming to power in 2012.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The turnaround in GD\u2019s fortunes seemed, in the definitional sense of the word, incredible. So, what happened?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As it stands, early clues point to highly sophisticated vote manipulation on a massive scale, with GD using its rural advantage to inflate its electoral showing, then utilizing recent electoral reforms to validate and cement it. And such patterns suggest increasingly sophisticated autocratic political technology, as well as the presence of congealing illiberal forces that continue to make strides against a beleaguered democratic world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The evident confusion surrounding Georgia\u2019s final election results was reflected in the statements of international observers. The&nbsp;<a href=\"https:\/\/www.osce.org\/odihr\/elections\/georgia\/579376\" target=\"_blank\" rel=\"noreferrer noopener\">joint observation mission<\/a>&nbsp;led by the Organization of Security and Co-operation in Europe was particularly notable for its unusual servings of criticism, seemingly asking (amid mealy mouthed descriptions) whether GD had, indeed, stolen the election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flanked by leaders from the main opposition parties, the Georgian president was&nbsp;<a href=\"https:\/\/apnews.com\/article\/georgia-election-russia-european-union-protests-f6667dd64b537bd2082bfc5396f4a955\" target=\"_blank\" rel=\"noreferrer noopener\">more declaratory<\/a>: The election was stolen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the results\u2019 discrepancy with polling, however, it was also shocking that&nbsp;<a href=\"https:\/\/twitter.com\/SamBayramova\/status\/1850440169075114299\" target=\"_blank\" rel=\"noreferrer noopener\">exit polls<\/a>&nbsp;\u2014 which had, in the past, often tracked official results \u2014 got it so wrong this time. As was the fact that parallel vote tabulation conducted by independent election watchdog ISFED&nbsp;<a href=\"https:\/\/isfed.ge\/eng\/gantskhadebebi\/saqartvelos-parlamentis-2024-tslis-26-oqtombris-archevnebis-dghis-dakvirvebis-shemadjamebeli-gantskhadeba\" target=\"_blank\" rel=\"noreferrer noopener\">matched CEC numbers<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What happened here? In competitive authoritarian states, most vote-rigging is done in the weeks and months leading up to an election. Regimes keen on a democratic-seeming election tend to use state power to bribe, convince, cajole and coerce voters well ahead of election day. In Georgia\u2019s case, however, that likely only tells part of the story. While GD\u2019s&nbsp;<a href=\"https:\/\/www.transparency.ge\/en\/post\/use-administrative-resources-and-related-offenses-public-institutions\" target=\"_blank\" rel=\"noreferrer noopener\">abuse of administrative resources<\/a>&nbsp;is a major factor, its election day machinations may have proven more consequential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.wevote.ge\/en\/post\/the-main-scheme-of-large-scale-election-fraud-has-been-unraveled?fbclid=IwY2xjawGMfT9leHRuA2FlbQIxMAABHXNk1V-Sash3mGp45Zy6jdwwrwmQG_CpNDDmAc9YtAOo7VtqXYweR8efJQ_aem_PODEJxhdO7_u31o7GGMbHg\" target=\"_blank\" rel=\"noreferrer noopener\">Local observers<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/civil.ge\/archives\/631803\" target=\"_blank\" rel=\"noreferrer noopener\">opposition elements<\/a>&nbsp;are now alleging a complex, large-scale voter fraud scheme, where cadres of repeat voters and GD-backed groups essentially conducted virtual ballot stuffing in order to run up their numbers.&nbsp;<a href=\"https:\/\/twitter.com\/i\/bookmarks?post_id=1850761181599858792\" target=\"_blank\" rel=\"noreferrer noopener\">Early analyses<\/a>&nbsp;seem to confirm these allegations, with CEC data showing&nbsp;<a href=\"https:\/\/twitter.com\/romanik_\/status\/1850634766279962994\" target=\"_blank\" rel=\"noreferrer noopener\">major irregularities<\/a>&nbsp;in rural districts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While voting trends in urban opposition strongholds appear consistent with fair practices \u2014 vote distributions correspond naturally to turnout \u2014 in rural districts, patterns deviate sharply, with significant discrepancies between turnout and vote share. In effect, the data suggests that GD leveraged rural areas with reduced oversight, inflating turnout and skewing vote counts to create an artificial majority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The energy and resources GD used to lend these results a veneer of credibility is also pernicious. If Russia\u2019s \u201cdemocracy\u201d is a flimsy cardboard cutout, Georgia\u2019s manipulations look like a Hollywood movie set by comparison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Typically, switching to a fully proportional parliamentary system and deploying American electronic voting machines to most (though not all) polling sites would be seen as constraints on electoral shenanigans. But in this case, it seems they actually launder vote manipulations. Indeed, electronic voting machines can count ballots securely, but they\u2019re only as good as their input, and a proportional system is only as good as the integrity of the counted votes. Thus, these electoral accoutrements \u2014 though structurally meaningful \u2014 lent a false sense of security to election day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while GD has been credibly accused of vote manipulations in the past, those cruder efforts likely didn\u2019t change the overall outcome. This year, however, the government\u2019s reforms, electronic voting machines and roving groups of observers all created a reassuring veneer, disguising the bigger operation underneath.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Friendly authoritarians, who were among the first to congratulate GD, were another factor too. Russia\u2019s likely the principal culprit and chief benefactor behind GD\u2019s authoritarian turn \u2014 especially given Moscow\u2019s past&nbsp;<a href=\"https:\/\/www.politico.eu\/article\/russia-georgia-deal-occupied-regions-abkhazia-south-ossetia-foreign-minister-sergey-lavrov-unga-georgian-dream\/\">GD endorsements<\/a>&nbsp;and the way the party\u2019s rhetoric and policies have now come to mirror Moscow\u2019s. But Azerbaijan and Hungary, which came out strongly in favor of GD, are also notable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, despite previously favoring former Georgian President Mikheil Saakashvili and his United National Movement, Azerbaijan\u00a0<a href=\"https:\/\/oc-media.org\/unm-member-accuses-azerbaijani-media-of-interfering-in-georgian-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">broke hard for GD<\/a>\u00a0after it\u2019s\u00a0<a href=\"https:\/\/azertag.az\/en\/xeber\/president_ilham_aliyev_azerbaijan_and_russia_act_as_allies_friends_close_partners_and_neighbors-3142610\" target=\"_blank\" rel=\"noreferrer noopener\">pro-Moscow turn<\/a>. And now it is hailing the country\u2019s victory over \u201c<a href=\"https:\/\/en.trend.az\/azerbaijan\/politics\/3962263.html\" target=\"_blank\" rel=\"noreferrer noopener\">Western meddling<\/a>.\u201d Meanwhile, Russia-friendly Hungary has also emerged as a\u00a0<a href=\"https:\/\/ge.boell.org\/en\/2024\/10\/24\/georgias-hungarian-path-continuation-or-reversal-after-elections\" target=\"_blank\" rel=\"noreferrer noopener\">reliable GD ally<\/a>, the country\u2019s strongman Viktor Orb\u00e1n even arriving in Tbilisi\u00a0<a href=\"https:\/\/www.voanews.com\/a\/hungary-s-orban-arrives-in-georgia-after-disputed-election\/7841984.html\" target=\"_blank\" rel=\"noreferrer noopener\">on Monday<\/a>\u00a0as part of the ruling party\u2019s victory lap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Hungary\u2019s role isn\u2019t purely ideological \u2014 in fact, Orb\u00e1n once&nbsp;<a href=\"https:\/\/civil.ge\/archives\/186509\" target=\"_blank\" rel=\"noreferrer noopener\">happily campaigned<\/a>&nbsp;for Saakashvili\u2019s government against GD. But while&nbsp;<a href=\"https:\/\/foreignpolicy.com\/2024\/07\/11\/orban-putin-hungary-russia-war-politics-eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">well-documented<\/a>, its role as a straw for Russian influence in Europe and Eurasia often goes under-appreciated. In fact, Georgian civil society and opposition parties say GD mirrors strategies used by Hungary\u2019s ruling Fidesz party, which pioneered leveraging rural voting power to stay in power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a recent&nbsp;<a href=\"https:\/\/www.state.gov\/georgia-parliamentary-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>, U.S. Secretary of State Antony Blinken joined President Salome Zourabichvili and a&nbsp;<a href=\"https:\/\/civil.ge\/archives\/631310\" target=\"_blank\" rel=\"noreferrer noopener\">growing chorus<\/a>&nbsp;of European partners in rejecting the undemocratic election. What comes next isn\u2019t entirely clear, but mass protests have already&nbsp;<a href=\"https:\/\/www.rferl.org\/a\/georgia-election-protests-russia-eu\/33176435.html\" target=\"_blank\" rel=\"noreferrer noopener\">erupted<\/a>&nbsp;in response to Zourabichvili\u2019s exhortations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the one hand, GD is almost certainly prepared \u2014 it has always viewed mass protests as likely, and the party has contended with them throughout the year. On the other hand, those protests also showed the limits of its security apparatus. GD might be able to suppress small or isolated demonstrations,&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-europe-68933064\" target=\"_blank\" rel=\"noreferrer noopener\">sometimes violently<\/a>, but it likely can\u2019t put out larger mass protests without deploying patrol police or the military \u2014 which are widely seen as less personally loyal to GD.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For their part, the U.S. and Europe can\u2019t allow GD to consolidate its undemocratic takeover. And this will require significant pressure, potentially even including new aid suspensions and individual sanctions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Georgia\u2019s ruling party has long relied on&nbsp;<a href=\"https:\/\/www.state.gov\/united-states-to-pause-assistance-to-the-government-of-georgia\/\" target=\"_blank\" rel=\"noreferrer noopener\">the U.S.<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.politico.eu\/article\/eu-georgia-130-million-funding-democratic-backsliding\/\">Europe<\/a>&nbsp;for budgetary and economic aid \u2014 it\u2019s also relied on the West\u2019s inattention toward its transnational&nbsp;<a href=\"https:\/\/civil.ge\/archives\/620276\" target=\"_blank\" rel=\"noreferrer noopener\">patronage schemes<\/a>. Despite GD\u2019s growing&nbsp;<a href=\"https:\/\/transparency.ge\/en\/blog\/georgias-economic-dependence-russia-summary-2023\" target=\"_blank\" rel=\"noreferrer noopener\">Russia-linked economy<\/a>, however, Moscow (or others) is unlikely to replace those funds over the long term. And while GD probably hopes that a Donald Trump White House simply wouldn\u2019t care, this is risky. Even if Vice President Kamala Harris loses, top congressional Republicans have often been the most hawkish when it comes to Georgia, and ultimately GD is a bit player with little to offer Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, the West must see the country as a warning, pointing to the growing sophistication of authoritarian political technologies, which have implications for foreign elections as well as those at home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For democracies to regain their edge, they must learn to go on the offensive in informational, political and strategic spaces. Nostalgia for bygone stability isn\u2019t enough \u2014 only meeting the present moment with a plan to roll back authoritarianism will do.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The West must see Georgia as a warning, pointing to the growing sophistication of authoritarian political technologies, which have implications for foreign elections as well as those at home.
